Parliamentary Secretary, Ms Low Yen Ling

Ms Low Yen Ling is the Parliamentary Secretary for the Ministry of Social and Family Development.

Ms Low Yen Ling was born in 1974. A former student of Canossa Convent Primary School, Dunman High School and Temasek Junior College, she graduated with a Bachelor of Business Studies (with Second Upper Honours Degree) from the Nanyang Technological University (NTU).

She began her career in the private sector. Thereafter, she joined the Singapore Economic Development Board (EDB) and played an integral role in strengthening Singapore’s entrepreneurial landscape and professional services sector through her 10-year stint with EDB.

Before her current appointment, Ms Low was heading Business China, an organisation nurturing future generations of bicultural, China-savvy individuals and enterprises. As its Chief Executive Officer, Yen Ling spearheaded the development of the inaugural Future China-Advanced Leaders Programme, a unique immersion learning experience for high-potential leaders and the Future China Youth Forum, where young Singaporeans learn about modern China interactively. She will continue to guide Business China as a member of its board of directors.

Her strong bicultural and bilingual background has led her to serve as a board member of the Chinese Development Assistance Council (CDAC) and steering its Student Education and Development Committee. An ardent supporter of families, Yen Ling co-chaired the organising committee of the 2012 and 2013 National Family Celebrations.

In the 2011 General Election, Ms Low was elected Member of Parliament for Chua Chu Kang GRC and was a member of the Government Parliamentary Committee (GPC) for Education, Communications and Information, and Social and Family Development. In October 2013, she was appointed Parliamentary Secretary for Social and Family Development.

A table tennis player in secondary school, Ms Low has rekindled her relationship with the sport as Deputy President of the Singapore Table Tennis Association. As a mother of two young children, she spends most of her free time with her family.
